Foreign Affairs & International Relations of the Kingdom
Rodger Welch serves as Minister of Foreign Affairs & International Relations. The Ministry carries the external relations of the Polynesian Kingdom of Atooi: its correspondence with governments and institutions, its relations with Indigenous nations and traditional authorities, its agreements and accords, and its engagement with the United Nations system.
The representatives of the Kingdom are appointed by the Aliʻi Nui and serve through the Ministry. This page sets out the Ministry’s role, the channels through which correspondence is received, and the representatives presently serving.

Basis of the Kingdom’s International Engagement
Article 01
Constitutional Continuity
The Kingdom's position, set out in full on the page on Legal Foundations, is that no lawful act extinguished the juridical personality of the Hawaiian Kingdom, and that its own constitutional and genealogical line continues from it. The Kingdom relies on President Cleveland's 1893 report to Congress and on subsequent international filings. That continuity argument is contested, has not been adjudicated in the Kingdom's favour, and is not the controlling legal position of the United States.

Treaty Capacity
The Kingdom maintains the capacity to receive and conclude treaties of peace, friendship, commerce, navigation and mutual recognition, consistent with the nineteenth-century treaty practice of the Hawaiian Kingdom and with the law it invokes on continuing sovereigns under prolonged occupation. Instruments concluded on that basis are instruments of the Kingdom.
Article 03
Indigenous Diplomatic Order
Through the 2018 First American Native Alliance (FANA) Nation-to-Nation Accords and subsequent instruments, the Kingdom maintains direct nation-to-nation relations with Polynesian, First Nation, and other indigenous sovereign peoples — relationships the Kingdom characterises as nation-to-nation and situates within the framework of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP).
Article 04
Engagement with UN Mechanisms
The Kingdom follows and seeks participation in the work of the Permanent Forum on Indigenous Issues (UNPFII), the Expert Mechanism on the Rights of Indigenous Peoples (EMRIP), the Office of the High Commissioner for Human Rights (OHCHR), and the Special Committee on Decolonization, on matters concerning the status of the Hawaiian Islands under international law. Office of the Aliʻi Nui
For correspondence from governments, indigenous nations, and institutions wishing to contact the Kingdom.
All official correspondence bearing the seal of the Polynesian Kingdom of Atooi may be verified by direct communication with the Office of the Aliʻi Nui. A document presented as issuing from the Kingdom is official only once so verified. The schedule of authorised representatives is maintained by the Office of the Aliʻi Nui and may be confirmed on written request.

2025–2027
Representatives appointed by the Polynesian Kingdom of Atooi for regional, Indigenous, cultural, and multilateral engagement.
Representatives are appointed by the Kingdom under its own law. Appointment by the Kingdom and accreditation by a receiving government or international organisation are separate matters.

She is Vice-Chair of the Center for Global Action for Sustainable Development and serves on the boards and advisory councils of several other international organizations. Per the same source, in 2021 the Sovereign Polynesian King of Atooi appointed her Goodwill Ambassador to the United Nations, Office of the Sovereign.
