Diplomatic Record
Royal Decree on Peace, Friendship and Diplomacy
On June 27, 2025, His Majesty Aliʻi Nui Aleka Aipoalani signed a Royal Decree on Peace, Friendship and Diplomacy in Papeʻete. Copies of the decree were carried to the twelve French Polynesian administrative, judicial, and customary offices listed below, where each in turn received and date-stamped a copy for record. The date-stamped receipt copies are held in the Diplomatic Archive under reference KOA-FP-2025-06-27.
The decree invokes the 1817–1823 Maupiti alliance between the royal houses of the Pacific, commissions a Pacific Cultural Embassy network across the islands of Polynesia, and calls for the integration of the Kingdom's Kala digital-currency and biometric-identity systems as instruments of indigenous economic participation. The Kingdom reads the reciprocal stamping as evidence that its instruments are received and logged by another administration.
The stamped receipt documents official receipt of the instrument; it does not by itself establish diplomatic recognition by the government of French Polynesia or by France.
“These reciprocal stamps prove that our diplomatic instruments are neither symbolic nor ignored; they are received, logged and preserved by another sovereign administration.”

Provision I
Invocation of the 1817–1823 Maupiti Alliance
The decree invokes the historic alliance first concluded at Maupiti between 1817 and 1823 among the royal houses of Polynesia, restating its principles of mutual acknowledgement, peace, and cultural reciprocity within a contemporary framework. The invocation is the Kingdom's own.
Provision II
Pacific Cultural Embassy Network
The decree commissions the establishment of a network of "Pacific Cultural Embassies", charged in its own terms with safeguarding indigenous knowledge systems, ceremonial protocols, and inter-island exchange across Polynesia. The archive holds no record of any such office having been established or hosted, and the term as used here does not denote a diplomatic mission under the Vienna Convention.
Provision III
Kala Digital Currency & Biometric Identity Integration
The decree calls, in its own terms, for the integration of the Kingdom's Kala digital-currency and biometric-identity systems as instruments of indigenous economic participation, identification, and trans-Pacific exchange. This is an instruction issued under the Kingdom's internal law; the Kala is not legal tender in any state.
